R.E.S.(Ward) Fischer JP. MCIT. MNZIM.
Ward Fischer's career within the road transport safety industry has spanned
thirty years, the last sixteen at a senior management level.
The Director extending the vocabulary of one of his prized students.
His involvement with road safety commenced with the Education Section,
Ministry of Transport as a Road Traffic Instructor. Ward launched into what has now become a
life-long passion. Working with schools at all levels, tertiary institutions and
community groups, he developed road safety programmes and traffic
improvement courses, whilst establishing professional working relationships
with numerous organisations. Regularly promoted, Ward as Senior Chief Traffic
Instructor had responsibility for the overall management of all traffic
education in the Waikato/Bay of Plenty district including resource
allocation and usage analysis, public relations, financial analysis, strategic
planning, liaison with schools and auditing agencies, other key agencies,
institutions and community groups.
Following departmental restructuring and the abolition of the Road Traffic
Instruction Branch, Ward was appointed to the Road User Standards Section
to develop road safety education programmes and resources as well as the auditing of various
educational providers. With the integration of the Ministry of
Transport's Traffic Safety Service into the New Zealand Police in 1992,
Ward was appointed to manage the inaugural development of a "core" land transport
group within the Waikato/Bay of Plenty area, latter to become the
Land Transport Safety Authority. As Regional Manager Ward had
responsibility for overall management and planning, advising and
administration of community funded road safety programmes for territorial local
authorities and regional councils, and in representing the Director Land
Transport Safety, he was the prime media spokesperson, including television,
radio and press for all regional issues. Over the course of his tenure
Ward has taken many initiatives including authoring numerous publications,
overseas study tours, presentations to international and domestic
conferences, marae visits and an active participation on an ACC Motorcycle Taskforce
reporting to the Parliamentary Officials Committee.
Interested in road user education and facilitating positive attitudes at an
early age in regards to acceptable road safety behaviour, Ward has been a
catalyst for developing targeted educational interventions and the evaluation
of their effectiveness. He has always placed an importance on regular
communication with the numerous professional groups regarding road safety
partnerships thus strengthening strategic alliances. Taking a proactive
approach Ward has successfully initiated and hosted numerous seminars with
interested groups within the transport industry as an opportunity to
disseminate information, gather industry feedback and networking. He
has been a champion in promoting positive attitudes and awareness
particularly in heavy motor vehicle and motorcycle training.
Augmenting his practical experience in transport management Ward is a
Graded Member of the Royal Chartered Institute of Transport (NZ) and the
New Zealand Institute of Management (Inc). Ward has maintained a long and
active involvement in the community and is a Justice of the Peace. He also has
a special interest in working with youth. He has an ongoing passion for sailing which has
included off shore experience.
